Comment: Reader wants to know why runners and students use the streets and not the sidewalks

"Your news item about the need for sidewalks on Linden Street ( has caused me to comment on what has been one of my pet-peeves for a long time.
The city code requires me to maintain the sidewalk in front of my property in good repair and free of snow and ice in the winter.  If I do not keep the sidewalk in good repair, the city can repair it and bill me.  If I do not keep the snow and ice cleared off the sidewalk, the city can clear it and bill me.
So why do people walk or jog in the street in areas where there are sidewalks?  Many mornings between 6:00 a.m. to 6:30 a.m. I have encountered people walking or jogging in the street.  This is in areas where there are sidewalks!  During part of the year it is dark at this time of morning and there have been a few times when I did not the people until I was almost on top of them.  Also, many mornings I have looked out my front window and seen children on their way to school walking in the street.  My sidewalk was free of snow and ice at the time.
So why all the fuss about building sidewalks in areas when there are none when people do not use them?"
